Oregon License Plate

What is an Oregon License Plate?

The Oregon DMV, a division of the Oregon Department of Transportation, issues license plates and manages vehicle registration throughout the state according to ORS Chapter 803. All registration transactions are conducted through state DMV offices or by mail; Oregon does not delegate license plate work to county clerks or independent license plate agents.

The current general design is the “Standard Tree” plate, featuring the silhouette of a green Douglas fir. License plates are made with reflective sheeting and have no additional fee beyond the basic registration fee.

Types of License Plates in Oregon

  • Standard Tree, automatically assigned upon registration. Replacement plates cost $12 plus $26 for a set of two plates or $13 for a single plate.
  • Special backgrounds range from $10 for a Noncommissioned Officers Association plate to $100 for a “Pacific Wonderland” plate, with university, wildlife, and other themed designs in between. Each fee is added to the standard registration total.
  • Custom plates (personalized letter and number combinations) cost $100 for a used vehicle or $200 for a new vehicle, ordered through DMV2U.
  • Disabled veteran and former POW plates have permanent registration with a total cost of $41 for a new plate. “Purple Heart” plates are available to qualified veterans for the standard veteran plate fee. “Congressional Medal of Honor” plates require direct contact with the DMV.
  • Vehicles 25 years or older qualify for antique plates with a one-time additional fee of $5, plus standard registration fees, according to ORS 805.010.

What Vehicles Require License Plates in Oregon?

Every motor vehicle operated on Oregon roads must be registered. New residents have 30 days from establishing residency to complete title and registration, according to the Oregon DMV new resident guide. Oregon uses a biennial (two-year) registration for most vehicle classes.

  • Passenger vehicles receive two plates. The biennial registration fee depends on fuel economy: $126 for 0 to 19 MPG, $136 for 20 to 39 MPG, $216 for 40+ MPG, and $376 for fully electric vehicles. Multnomah County adds $112; Washington and Clackamas counties add $60.
  • Motorcycles and mopeds receive one rear plate for $88 for two years.
  • Light trailers (loaded weight 8,000 pounds or less) have one rear plate and a biennial fee of $126. Heavy trailers over 8,000 pounds pay a one-time permanent registration of $10. Trailers weighing up to 1,800 pounds do not require registration at all.
  • Commercial vehicles over 26,000 pounds are registered through the ODOT Commerce and Compliance Division, not the DMV.
  • Owners of fully electric vehicles who enroll in the OReGO road usage charge program pay $86 for two years instead of $376, offsetting the additional fee by paying per mile driven.

License Plate Rules in Oregon

  • Two plates are required for passenger vehicles, one in front and one in back. Motorcycles, mopeds, trailers, campers, and antique or special interest vehicles receive one rear plate. ORS 803.540 governs placement and requires plates to be conspicuously visible and legible to the public.
  • Frames or holders that obscure numbers, letters, or registration stickers violate ORS 803.550. Any cover, tint, or material placed over the plate’s face is considered an unlawful alteration under the same section. Oregon makes no exceptions for toll transponders, bike racks, or wheelchair lifts in its plate display statutes.

Is Driving Around with No License Plate in Oregon Illegal?

Operating a vehicle without displaying assigned registration plates is a Class D traffic violation under ORS 803.540. The statute applies whether a plate is missing or mounted so it cannot be read.

Displaying a plate assigned to another vehicle or with mismatched registration stickers is separately charged as unlawful display under ORS 803.550. This offense is a Class B traffic violation, carrying a higher classification than simple non-display.

What is the Penalty for Driving Without a License Plate in Oregon?

Oregon classifies plate violations as traffic violations, not criminal offenses, but fines still escalate quickly between levels. ORS 153.018 sets maximum limits.

  • Non-display of plates is a Class D traffic violation with a maximum fine of $250. ORS 803.540.
  • Unlawful alteration or unlawful display of a plate (covering, tinting, another vehicle’s plate, mismatched stickers) is a Class B traffic violation, with a maximum fine of $1,000 under ORS 803.550.
  • Dismissal option: A person charged under ORS 803.550 may have the charge dismissed by presenting proof of valid registration to the court clerk before the appearance date listed on the citation.
  • Failure to register a vehicle at all is its own Class D traffic violation under ORS 803.300, with the same maximum fine of $250. Late title transfers also incur a $25 fee if filed 31-60 days after sale, or $50 after 60 days.
